Building a custom home in Ontario usually means you own the land and sign a construction contract with a builder. That builder must hold both a vendor and a builder licence from the Home Construction Regulatory Authority, and the home is a contract home under Tarion's new home warranty. Your municipal building department issues the permit, once any zoning change, minor variance or conservation authority approval the lot needs is in place.
Toronto and its former boroughs, Mississauga, Ottawa and Oakville hold the most builders, and cottage country from Muskoka to the Bruce Peninsula has its own. Smaller places with one or two builders are folded into the nearest city page, unless they are too far from one, in which case they keep a page of their own under Smaller towns.
